After the design phase, mostly external factors: disruption to transport and trade routes (for example due to armed conflict), customs checks or machine breakdowns. Non-standard materials also need individual checks - such as a custom bottle mould.

The length of the design phase itself is up to you - the faster you approve samples and designs, the sooner production starts.
